Blackfoot Confederacy Tribal Council (BCTC) is inviting qualified proponents to submit proposals to help advance a transformative non market housing initiative that will increase access to culturally grounded, affordable housing for Niitsitapi Blackfoot members living in Mohkinstsis (Calgary). The Request for Proposals (RFP) was issued on July 28, 2026, with submissions closing on August 20, 2026, at 4:00 p.m. MDT.

The initiative builds on funding already secured through the City of Calgary’s Maa’too’maa’taapii Aoko’iyii’piaya Indigenous Housing Program, where BCTC has been awarded both Stream 1 funding for engagement and planning and Stream 3 funding for land acquisition. The project is intended to address the significant housing challenges experienced by Blackfoot members in Calgary by developing a sustainable non market housing model that reflects Blackfoot values, traditions, and community priorities.

The selected proponent will lead the first phase of the project, which includes community engagement, land identification and negotiations, technical due diligence, municipal planning, and the development of a long term financial model. Community engagement will be rooted in Niitsitapi Blackfoot ways of practice and will help shape housing designs that incorporate ceremony spaces, gathering areas, and intergenerational living environments.

The project is designed as a phased approach. Upon successful completion of the planning and pre development work, the successful proponent may transition into the second phase, which includes capital funding coordination, procurement, construction oversight, and operational readiness for the future housing development.

BCTC is seeking experienced organizations with demonstrated expertise in affordable housing development, urban land acquisition, municipal planning, Indigenous engagement, and culturally informed project delivery. Proposals will be evaluated based on technical expertise, cultural safety, experience within Calgary’s development environment, project methodology, and overall value.

The Year 1 planning and pre development contract has a maximum value of $135,000 and will support engagement activities, land sourcing, financial modelling, and project management necessary to position the initiative for future construction funding.
